People in the industry said that to win "blue sky defense war", we need to start from four aspects of the management of unorganized waste gas pollution.
In the days before the industry found that enterprise pollution investigation process, the relevant administrative departments and enterprises organized emission light and unorganized emissions control, resulting in a large number of unorganized emissions outside governance and regulation without being detected, the pollution can not be ignored.
Factory exhaust emissions are divided into two types of organized and unorganized emissions. Unorganized exhaust gas refers to the fine particulate matter, dust, floating dust and gas that can not be absorbed or treated by organized waste gas in the workshop, which is collectively referred to as "exhaust gas". Because it can not be absorbed by the management facilities and pipes that have been organized, the exhaust gas will slowly enter the atmosphere outside the workshop as time goes on, which will not only endanger the health of workers, but also pollute the air environment. Therefore, it is necessary to win the "war of blue sky", reduce the harm of pollution, and control unorganized exhaust emissions can not be ignored.

First of all, it is necessary to strengthen the urgency of managing unorganized exhaust emissions.
For unorganized emissions, although the number of small discharge in a factory, but the effect of multiple enterprise emissions will produce many littles make a mickle.. And it has the latent hidden and neglected imperceptible, not attract attention, often is the superior department law enforcement inspection, inspection of a fish escaped through the seine. Even caused some pollution will not be accountable, become the potential hazards of air pollution control. In this regard, the government departments should put unorganized exhaust emissions on the important agenda for the prevention and control of air pollution. At present, in order to achieve the goal of prevention and control of atmospheric pollution, both to catch big and not small, cannot ignore every pollution factor, unorganized emissions governance issues affecting air quality can not let go.

Secondly, we should do a good job in the collection and management of unorganized exhaust emissions.
The technology of unorganized exhaust gas emission control is simple and easy to operate, with little investment. Usually, it is to add "absorption waste gas collection and transportation channel + disposal tower + activated carbon adsorption" or other ways in the production workshop. The difficulty lies in the degree of acceptance and collection rate of exhaust gas.  Therefore, safety, environmental protection and other relevant departments should join hands to strengthen the guidance, to persuade the legal representative of the enterprise performance safety and environmental responsibility; enthusiasm with technical services, a factory a policy, symptomatic measures and policies to solve the unorganized emissions control was not included in the project EIA has facilities difficult problem; in the likely case, respond to gas production posts a reasonable adjustment for collecting waste gas, reduce waste gas absorption channel distribution, save cost, improve waste collection rate; strengthen the governance effect of monitoring, good facilities, acceptance of governance, to ensure the treatment effect; and urge enterprises to establish and implement the management and maintenance of facilities management system.

In addition, enterprises that have air pollution control facilities and can meet the technical requirements of no organization exhaust gas treatment technology can be collected after unorganized exhaust gas is injected into the original pollution control facilities, and new disposal facilities can not be satisfied.

Third, the management of unorganized exhaust emissions should be included in the daily supervision.
The unorganized exhaust emission control shall be put into the daily management, law enforcement, inspection and supervision work of the environmental protection, safety and credit Commission departments, together with the deployment. The environmental protection department can take the lead in joint safety and other departments to carry out special inspections, organize monitoring supervision and law enforcement, conduct strict penalties for unauthorized outage facilities and other acts according to the laws and regulations of the environmental protection law and the law on the prevention and control of atmospheric pollution. The normal operation, management and maintenance of the facilities should be used as the basic requirement for the enterprise to fulfill the responsibility of environmental protection and safety, and to bring into the management of the enterprise and establish the management ledger. Enterprises should also carry out unorganized waste gas control work, and incorporate them into the environmental credit evaluation and information disclosure of enterprises, so as to enhance the consciousness of corporate governance of unorganized exhaust emissions.

Fourth, we should make up for the system defects of unorganized emission control as soon as possible.
Although the unorganized exhaust gas belongs to the category of air pollutants, but the laws, systems and standards are not clear, which brings difficulties to governance, management and law enforcement. It also gives some enterprises an opportunity to avoid environmental responsibility. The state and place should be perfected at the level of laws and regulations, or authorize organs with legal authority to make adaptable interpretation of laws and regulations. The relevant departments should organize no emissions, governance, management and other related standards, system, or the existing system, the adaptability of the standard to explain or revise and perfect, so that the relevant departments of unorganized emissions management, law enforcement, standard.

In addition, the local government and relevant aspects of the national laws and regulations and standards under the guidance, can formulate strict national rules for specific local environmental management requirements, and to facilitate the operation of the system, to let the unorganized emissions truly "organized" governance and management into the legal system, standardization and normalization track.
